AI Will Be Part of the UAE's Federal Planning Process by 2031
Artificial intelligence will be central to the UAE’s newly launched federal planning cycle, which now spans three years to allow for greater adaptability in achieving 2031 targets across key sectors.

The United Arab Emirates will embed artificial intelligence into its federal government planning cycle for 2031, with 38 entities tasked with reshaping strategies around digital tools and process simplification. The new model puts AI at the centre of operations, from resource management to financial planning.
The strategic cycle has been reduced from five years to three, a shift meant to improve agility and responsiveness in the face of global change. This cycle is meant to simplify procedures while building capacity for frequent plan updates. Federal teams have been directed to develop frameworks that incorporate future technologies in order to meet long-term national goals.
These goals fall under the UAE’s “We the UAE 2031” initiative, a vision anchored on four core pillars: society, economy, diplomacy, and ecosystem. The integration of AI is part of a shift away from procedural bureaucracy toward smarter, more adaptive governance.
