Cairo Governorate Halts New Kiosk Licences Under New Design Rules

Cairo Governorate will stop issuing new kiosk licences and introduce a unified design for licensed kiosks already operating across the capital.

Governor Ibrahim Saber outlined the system during an inspection of the standard kiosk model in Bab Al Louq, Abdeen. Existing licence holders will have three months to bring their kiosks in line with the approved design.

Each kiosk will carry a QR code displaying licensing information including the holder’s name, location, licence dates and any outstanding fees. The facade will also show the governorate logo, kiosk name and licence number, with a designated area for advertising.

Approved kiosks will measure either 2×3 metres or 3×3 metres and must include a fire extinguisher and electricity meter. Dedicated spaces will also be provided for refrigerators, shelves and other equipment to prevent kiosks from extending beyond their permitted footprint.

Licence holders can carry out the work independently or through workshops operated by the Cairo Cleaning, Beautification and Lighting Authority. Those using the authority’s workshops can pay 25% upfront and the remainder over two years without interest, while independently upgraded kiosks can receive a 20% reduction in their usufruct fee for one year if the design is certified as compliant.

District administrations will determine kiosk placement based on pavement width and traffic conditions. Licences will not be renewed for kiosks that fail to adopt the standard model, while violations involving expansion into surrounding public space can lead to licence cancellation.
