New Unit to Enforce E-Scooter & Bicycle Rules in Dubai
The rollout targets safer riding practices, including helmet use, speed limits and track compliance.
Dubai Police and the Roads and Transport Authority will begin deploying a joint Personal Mobility Monitoring Unit from May 1st, 2026 to oversee the use of e-scooters, bicycles and e-bikes. The unit will operate across cycling tracks, main roads and designated soft mobility zones, focusing on enforcing traffic regulations and promoting safer riding practices.
Authorities said the unit will monitor compliance with approved tracks, ensure the use of helmets and protective gear, enforce speed limits and act against reckless behaviour. Tandem riding on electric scooters will be prohibited, with violations subject to fines and possible vehicle impoundment.
Operations will cover key areas including Jumeirah Beach Track, Mohammed bin Rashid Boulevard, Dubai Water Canal, Business Bay and Dubai Marina, as well as residential districts such as Al Mankhool, Al Karama, Al Hamriya, Al Raffa and Al Muraqqabat.
The initiative is being implemented under Executive Council Resolution No. (13) of 2022 regulating the use of cycles in the emirate.
