Saudi Homeownership Reaches 66.24% Ahead of Vision 2030 Target

Saudi Arabia's homeownership rate reached 66.24% by the end of 2025, moving closer to the Vision 2030 target of 70%, according to Minister of Municipalities and Housing Majed Al-Hogail.

Speaking during Saudi Arabia's address at the United Nations General Assembly High-Level Meeting on the Urban Agenda in New York, Al-Hogail said the rate had increased from 47% in 2016. He added that more than 25% of Saudi families benefited from housing support services between 2018 and 2025.

The Kingdom also submitted its updated 2026 national report to the United Nations Human Settlements Programme (UN-Habitat), outlining progress in urban development and implementation of the New Urban Agenda.

According to the report, public space per capita increased from 5.2 square metres to 6.9 square metres, while the Bahja programme added more than 12 million square metres of community spaces across the Kingdom.

Public transport usage also continued to grow, with the Riyadh Metro recording more than 100 million passengers during its first nine months of operation. Urban bus services carried more than 96.8 million passengers throughout 2025.

The report also highlighted social indicators, including women's labour force participation rising from 22.8% to 36%, employment among people with disabilities doubling, and the number of nonprofit organisations increasing by more than 341% to exceed 7,213.

Saudi Arabia said it has continued to strengthen urban governance by expanding municipalities' financial autonomy, integrating urban data into planning processes and incorporating climate risk assessments into development strategies. The report also highlighted the Kingdom's ongoing implementation of the Saudi Green Initiative and the National Renewable Energy Program, alongside more than 56 public-private partnership agreements supporting infrastructure and municipal services.
