Unified Licensing Window Set to Simplify Investor Procedures in Egypt

Egypt is preparing to launch a Unified Licensing Window to simplify procedures for investors, Minister of Planning and Economic Development Ahmed Rostom said during the Alamein Africa Forum in New Alamein.

No rollout date has been announced, but Rostom said the system forms part of the national economic transformation programme’s targets over the next three years, with a focus on streamlining administrative procedures and strengthening market mechanisms.

Rostom said the programme will also prioritise digital transformation, investment in human capital and structural reforms aimed at improving productivity in industry and government performance. He added that the national economic programme announced in July with the Central Bank of Egypt will guide policy after the current IMF-backed programme concludes in mid-December 2026, with priorities including economic competitiveness, sustainable public debt management and closer coordination between fiscal and monetary policy.

The government is also targeting a private-sector contribution of more than 65% of the economy by 2030, alongside continued implementation of the State Ownership Policy. An action plan approved in September sets out a framework for reducing and regulating state ownership in companies, creating additional space for private investment, including through initial public offerings.
