KSA & Egypt Secure Top Ranks in World Bank’s Govtech Maturity Index

Saudi Arabia and Egypt have demonstrated significant progress in the World Bank’s 2025 GovTech Maturity Index (GTMI), marking a major advancement in digital governance across the MENA region. Saudi Arabia ranked 2nd globally with a maturity score of 0.996, while Egypt reached 22nd worldwide, climbing 47 places from 2022 with a score of 0.911. Both nations are now positioned in Category A, the index’s highest tier, reflecting their success in building advanced digital ecosystems that streamline government operations and enhance citizen services.

Saudi Arabia showed strong performance by scoring above 99% in every sub-index - including a 99.90% in service delivery and 99.92% in core systems - driven by its comprehensive Saudi Vision 2030 and the integration of unified digital platforms like Absher and Tawakkalna.

Egypt’s advancement reflects gains across all four pillars of the index: supporting core government systems and automation rose to 0.916 (from 0.783), digital government service delivery reached 0.962 (from 0.795), digital participation and citizen engagement improved to 0.896 (from 0.626), and digital government enablers advanced to 0.869 (from 0.802). Egypt’s advancement reflects the success of the Digital Egypt strategy and the Ministry of Communications and Information Technology’s efforts to accelerate digital transformation and build an effective digital government ecosystem.

The collective rise of these two MENA leaders highlights a broader regional shift toward digital excellence. Over the past five years, Egypt moved from Category B with a score of 0.649 in 2020 to its current position in the global top 25, recording a 21.3% increase in maturity since the 2022 edition. Combined with Saudi Arabia’s rise to the second spot globally, the latest World Bank report underscores a period of rapid administrative innovation that is positioning the region as a global hub for digital government.
