Saudi Arabia Introduces New Driving Rules for International Tourists

The Saudi General Directorate of Traffic, in collaboration with the Ministry of Tourism, has introduced new regulations allowing international tourists to drive within the country.

Tourists can use valid international driving permits (IDPs) or their home country’s licenses, provided they meet specific criteria. These include holding a valid IDP or a home country license with an English translation if required, possessing a passport with a valid tourist visa, and providing proof of comprehensive vehicle insurance for the duration of their stay.

Additionally, applicants must complete an online road safety orientation course, which is available in multiple languages and covers local traffic rules, road signs, and cultural driving considerations. The course grants a digital certificate valid for up to three months.

The new regulations set a minimum age requirement of 21 for regular vehicles and 23 for motorcycles. Applications for driving authorization can be submitted through the official Visit Saudi website or mobile app, with approvals typically processed within 24 to 48 hours.

These changes align with Saudi Vision 2030, which aims to attract 100 million annual visitors by the end of the decade. The regulations apply exclusively to short-term visitors on tourist visas, while expatriates on work or study visas must obtain a Saudi driving license through the standard application process.
