70% Saudisation Requirement Takes Effect in Procurement Jobs
The new localisation rule applies to 12 procurement-related professions across eligible private sector companies.
A 70% Saudisation requirement has come into effect across 12 procurement-related professions in Saudi Arabia's private sector, applying to establishments with three or more employees in the targeted occupations.
The measure took effect on May 31st, 2026, and is based on job titles and classifications outlined in the Unified Saudi Occupational Classification.
The affected professions include procurement manager, procurement representative, contracts manager, warehouse keeper, logistics manager, warehouse manager, tenders specialist, procurement specialist, e-commerce specialist, market research specialist, warehouse specialist and private label supply specialist.
According to the Ministry of Human Resources and Social Development, the localisation requirement applies to private sector establishments that meet the specified employee threshold within these professions.
Inspection teams have begun monitoring implementation across targeted businesses to verify compliance with the required Saudisation rate and the designation of the covered roles.
The ministry stated that legal penalties will apply to establishments that fail to comply with the decision and its regulations following the implementation deadline.
According to the ministry, the measure forms part of broader efforts to increase localisation rates across professions and sectors while expanding employment opportunities for Saudi nationals.
