Cairo's Admin Building in Opera Square Will be Turned Into a Hotel

Cairo Governorate has launched a public auction to convert an administrative building it owns in Opera Square into a hotel, as part of efforts to repurpose underutilised public assets and attract tourism investment.

The property is located in Downtown Cairo, adjacent to the Opera Garage, and will be offered to investors under a 20-year usufruct agreement. The development is expected to align with the historic and touristic character of the surrounding area.

The tender is open to Egyptian companies with established experience in hotel construction and operation, as well as the financial and technical capacity to deliver the project.

The auction session is scheduled for May 20th, 2026 at the Police Club in Abdeen. Tender documents are available through the Citizens Service Technology Centre at the governorate’s headquarters in Abdeen for EGP 5,000, with a bid bond set at EGP 5 million.

Officials said the process will be conducted in accordance with Law No. 182 of 2018 and its executive regulations governing public procurement.

The project forms part of broader plans to revitalise Khedivial Cairo by increasing hotel capacity and reactivating centrally located properties for tourism use.
