Egypt's Urban Footprint Doubles to 14% as 1.96 Million Homes Are Built

The proportion of national territory classified as inhabited doubled from 7% to 14% between 2014 and 2024, while 1.96 million housing units have been implemented since 2014, according to Housing Minister Randa El-Menshawy.

Speaking at Egypt Forum 2026, El-Menshawy said the urban development strategy combined upgrades to existing areas with the construction of new communities intended to accommodate population growth and redistribute density.

Development works have been completed in 342 unsafe areas across 25 governorates, covering around 246,000 housing units and benefiting approximately 1.2 million people at a cost of EGP 63 billion. Upgrades in unplanned areas have covered 16,500 feddans, including improvements to roads, utilities and public services.

The number of new cities has reached 39, alongside 13 urban communities. Their combined population rose from around 4.8 million in 2014 to approximately 15 million in 2026, while road networks expanded from about 8,000 kilometres to 18,000 kilometres. Infrastructure spending in new cities reached EGP 357.7 billion over the past 12 years.

Industrial zones have also been allocated across 31 new cities, comprising 36 areas covering around 96,000 feddans and hosting 20,041 factories.

Of the 1.96 million housing units implemented through Housing Ministry-affiliated entities, 56% were designated for low-income residents, 12% for middle-income households and 7% as luxury housing, with other categories accounting for the remainder.

Social housing programmes represent around 1.07 million units, including 884,698 completed homes and 182,380 under construction, with investment costs of around EGP 241 billion excluding land and utilities. Subsidised mortgage financing has reached around EGP 115.5 billion.
