New Hajj 2027 Accommodation Standards Set for Makkah & Madinah
Updated rules introduce new licensing, classification and inspection requirements for facilities hosting pilgrims during the 2027 Hajj season.
New accommodation standards have been approved for facilities hosting pilgrims in Makkah and Madinah during the 2027 Hajj season, covering licensing, classification, safety and operational readiness.
The Ministry of Tourism also endorsed an updated schedule of violations for Hajj season accommodation facilities, with the changes intended to improve service quality and ensure operators are prepared before receiving pilgrims.
Requirements include checks on operational readiness, safety and maintenance standards, continuity of essential services and compliance with broader operating obligations.
Facilities will be classified into economy and first-class categories, with separate requirements covering rooms, reception areas, common spaces, cleanliness, maintenance and guest services.
The framework also introduces staged inspections before licensing, prior to opening and throughout the operating period to monitor compliance and service standards.
Prospective operators for the 2027 Hajj season have been urged to begin maintenance and preparation work early and ensure their facilities meet the requirements before applying for licences.
