Saudi Arabia Completes World's Biggest Green Hydrogen Plant

NEOM Green Hydrogen Company’s USD 8.4 billion green hydrogen project at Oxagon has entered commissioning as construction reaches its final stages, ahead of planned commercial production in 2027. Official project updates describe construction as being in “final completion”, rather than fully complete.

The facility is being developed by NEOM Green Hydrogen Company, an equal joint venture between ACWA Power, Air Products and NEOM. Once fully operational, it is expected to become the world’s largest green hydrogen plant, producing up to 600 tonnes of carbon-free hydrogen per day.

The hydrogen will be converted into green ammonia for export to international markets, targeting sectors where direct electrification is difficult, including transport and heavy industry.

The project will be powered entirely by renewable energy, combining up to 4 GW of solar and wind generation. In March 2026, NEOM Green Hydrogen Company said the renewable assets, including the wind farm, solar farm and transmission network, had reached around 95% completion.

Commissioning has since begun with the energisation of the facility, with electrolyser commissioning to follow before first product availability in 2027.
