Syringe-Style Cosmetic Packaging to Be Banned in Saudi Arabia

Cosmetic products intended for external use will no longer be allowed to use syringe-style packaging in Saudi Arabia from January 1st, 2027, under new rules introduced by the Saudi Food and Drug Authority (SFDA).

The authority said the decision is intended to prevent cosmetics from being mistaken for injectable pharmaceutical products after identifying items packaged in forms resembling syringes, ampoules and vials.

Under the new regulations, cosmetics packaged in syringes will be prohibited from circulation once the rules take effect. Products sold in ampoules and vials will remain permitted, provided they comply with updated packaging and labelling requirements.

Manufacturers and importers will be required to display clear warnings in both Arabic and English stating that the product is intended for external cosmetic use only and must not be injected. Packaging must also advise users to avoid contact with the eyes and to exercise caution when opening the product.

The SFDA has also banned advertising and promotional materials that claim or imply cosmetic products can be administered by injection or through any device that penetrates the skin.

Manufacturers, importers and distributors have until December 31st, 2026 to withdraw non-compliant products or update their packaging to meet the new requirements. The authority said legal action will be taken against products and businesses that fail to comply once the regulations come into force on January 1st, 2027.
