2.5 Million Irregular Workers Will Be Registered by End of 2023
A new emergency aid fund has also been established to provide life insurance and cover for work injuries.

In 2022, the Ministry of Manpower registered 335,000 irregular workers and they’re now working to expand that number to 2.5 million before the end of 2023. The government has already disbursed EGP 4.6 billion in six installments since April 2020 to support irregular workers.
The registration process will be opened up to workers themselves, rather than solely through contractors, and a new emergency aid fund and "Aman" certificate will be established to provide life insurance and cover work injuries. The ministry is now working on establishing an executive unit to manage these accounts at a national level, which will be under the direct supervision of the Minister of Manpower.
The move to digitise irregular employment services and data is aimed at establishing a unified database, which will provide decision-makers with accurate information to support job creation and provide effective mechanisms for supporting a vulnerable sector of the workforce.
