‘Mystery Shopper’ System to Monitor Pharmacies & Stabilise Drug Market
To ensure the stability of the national healthcare system, strict penalties are imposed for unjustified stockpiling.

The Ministry of Health and Population has unveiled a new strategy to stabilise the pharmaceutical market and expand access to emergency medication, including the launch of a ‘mystery shopper’ initiative to ensure compliance across pharmacies. The announcement follows a detailed report submitted to Minister of Health and Population and Deputy Prime Minister for Human Development, Khaled Abdel Ghaffar, by the Egyptian Drug Authority (EDA).
According to the report, the EDA has intensified efforts in coordination with the Unified Procurement Authority to maintain a stable supply of essential medicines, including generics and emergency-use alternatives. The strategy includes monitoring pharmaceutical production lines to ensure manufacturers meet distribution targets and maintain reserves of vital drugs.
In a bid to combat hoarding and prevent artificial shortages, the EDA has implemented strict penalties for unjustified stockpiling and non-compliance with distribution requirements. The newly introduced ‘mystery shopper’ mechanism will allow officials to assess pharmacies anonymously and identify disruptions in the availability of critical medications.
The ministry also revealed plans to expand the emergency pharmacy network, which includes operating around the clock in densely populated or high-need areas. Distribution across governorates is being tracked through real-time digital systems, helping detect and respond to shortages more efficiently.
This strategy comes amid global pharmaceutical supply chain disruptions and rising domestic demand. Egypt’s healthcare authorities have repeatedly emphasised the need to safeguard access to medicines through proactive monitoring, enforcement, and improved infrastructure.
