New Guidelines Launched to Enhance Saudi Red Sea Beach Experiences
The Kingdom has revealed its first formal regulations for licensing, safety, environmental and infrastructure standards for beaches.
The Saudi Red Sea Authority (SRSA) has issued the Kingdom’s first regulatory framework for beach operators, establishing formal standards for licensing, safety, environmental management, and operational practices along the western coastline to enhance its beach experience.
Under the new regulations, operators must provide trained lifeguards, emergency equipment, and clearly designated swimming and boating areas. Public facilities such as restrooms and changing rooms are required to meet hygiene and accessibility standards in line with the Saudi Building Code. Operators are also expected to manage waste responsibly, use eco-friendly materials, maintain environmental monitoring systems, and report any incidents promptly.
The framework emphasises compliance with security, safety, and environmental systems, as well as adherence to quality standards inspired by the Blue Flag eco-label. To support implementation, the SRSA has launched a digital guide to coastal tourism activities, detailing licensing procedures, permitted activities, and service directories for both visitors and operators.
The regulations take effect in February 2026, with existing operators granted a one-year transition period to align with the new requirements.
