New Legislative Reforms to Update Planning & Work Rules in Dubai
Planned legal updates in 2026 will revise urban planning roles, maternity leave options and public safety frameworks.
A package of legislative reforms scheduled for 2026 is set to update urban planning, labour provisions and public safety frameworks across the emirate, with the stated aim of improving regulatory efficiency and quality of life.
According to the Higher Committee for Legislation, amendments under development to the urban planning law are intended to clarify institutional responsibilities and reduce overlap between service and development entities. The revisions are expected to reinforce the oversight role of Dubai Municipality, particularly where mandates intersect with bodies such as the Roads and Transport Authority and the Dubai Electricity and Water Authority, as well as special development zones. Committee officials said the focus is on redistributing roles and removing regulatory duplication rather than expanding legislation.
Proposals under review in labour legislation focus on supporting female employees following maternity leave. Options being studied include remote working arrangements, reduced daily working hours, and part-time models designed to support childcare responsibilities and work–life balance.
Public safety and emerging technologies are also part of the reform agenda. Officials noted that regulatory approaches continue to prioritise pilot testing before codification, citing autonomous vehicles, drones and air taxis as examples where safety, cyber security and operational readiness are assessed before permanent rules are issued.
The reforms were outlined during Legislative Week 2026 at the Mohammed bin Rashid Library, held under the theme ‘Empowering Family and Society: Legislation for a Prosperous Future’. Organisers said more than 200 legislative instruments have been issued over the past five years in cooperation with government entities, covering areas including social affairs, infrastructure, education, justice and digital transactions.
