Saudi Arabia Introduces 5-Year Permanent Residency Without a Sponsor
The new programme targets investors, scientists, and high-income professionals, supporting the Kingdom’s Vision 2030 goals.

The Kingdom of Saudi Arabia has launched a new five-year residency programme that does not require a local sponsor (kafeel), as part of broader efforts to attract international talent and investment under the Kingdom’s Vision 2030 framework. The residency can be renewed once for an additional five years, with a nominal fee. The scheme is designed for high-skilled individuals, including scientists, entrepreneurs, investors, and professionals with rare expertise or high income. It offers a range of benefits, such as the ability to work in the private sector, establish businesses, invest in real estate, and access healthcare and education services typically reserved for Saudi citizens. Residency holders will also be able to travel freely in and out of the country and issue visas for family members. To be eligible, applicants must reside in Saudi Arabia, demonstrate financial self-sufficiency, and maintain a clean criminal, financial, and traffic record. Candidates are also expected to contribute significantly to the Kingdom’s economic or scientific sectors. The initiative aligns with Saudi Arabia’s ambition to diversify its economy and build a more knowledge-based society
