Saudi Arabia’s Economy Grows 4.5% in 2025
Official data shows non-oil activities led growth while exports and oil output supported stronger expansion in the fourth quarter.
Saudi Arabia’s economy expanded by 4.5% in 2025, supported by growth across oil, non-oil and government activities, according to data released by the General Authority for Statistics.
The figures show oil activities increased by 5.7% during the year, while non-oil activities grew by 4.9%. Government activities rose by 0.9%.
Non-oil sectors were the largest contributor to economic expansion, adding 2.8 percentage points to real GDP growth. Oil activities contributed 1.4 percentage points, while net taxes on products added 0.2 points and government activities added 0.1 points.
Non-oil exports reached their highest quarterly level on record in the fourth quarter of 2025, totalling $25.9 billion. The figure represents a 114% increase compared with the first quarter of 2017 when the data series began. The trend aligns with Saudi Vision 2030, which aims to increase the share of non-oil exports in non-oil GDP to 50% by the end of the decade.
Within non-oil sectors, wholesale and retail trade, restaurants and hotels recorded the fastest growth at 6.2%. Financial services, insurance and business services followed at 6.1%, while electricity, gas and water activities rose by 6%.
In the hydrocarbons sector, crude petroleum and natural gas extraction increased by 5.7%, and petroleum refining rose by 5.8%. Crude petroleum and natural gas extraction remained the largest component of the economy, accounting for 17.1% of GDP at current prices. Government activities ranked second, followed by wholesale and retail trade.
Quarterly figures pointed to stronger momentum toward the end of the year. In the fourth quarter of 2025, real GDP expanded by 5% year on year. Oil activities rose by 10.8%, while non-oil activities grew by 4.3%.
Seasonally adjusted output increased by 1.4% quarter on quarter, with non-oil activities up 1.7% and oil activities rising by 1.8%. Government activities declined slightly by 0.2%.
