Sheltering Visit Visa Holders in Makkah Can Result in SAR 100,000 Fine

Saudi authorities have announced that a fine of up to SAR 100,000 will be imposed on anyone found sheltering or attempting to shelter visit visa holders in Makkah or the surrounding holy sites during Hajj season. The measure applies to all types of accommodations, including hotels, furnished apartments, private homes, temporary shelters, and pilgrim housing.

In addition to sheltering, the fine also applies to those who conceal or assist visit visa holders in remaining in areas where they are not permitted. The regulation will be enforced from the 1st to the 14th day of Dhu al-Hijjah and is part of broader efforts to uphold Hajj regulations and protect the safety and security of pilgrims. Authorities clarified that the severity of the fine will increase depending on the number of individuals being housed or aided.

Citizens and residents have been encouraged to report any violations by contacting emergency services, using 911 in Makkah, Riyadh, and the Eastern Province, and 999 in all other regions.
