Fines Up to SAR 100,000 Set for Hajj Permit Violations
Authorities said fines will increase based on the number of violators, reinforcing rules governing access to holy sites.
Fines of up to SAR 100,000 have been set for individuals who issue visit visas for people attempting to perform Hajj without an official permit, according to the Ministry of Interior.
The penalty applies to those who apply for any type of visit visa on behalf of individuals who enter or attempt to enter Makkah and the holy sites without authorisation. Authorities said the fine may be multiplied depending on the number of violators involved.
Officials urged compliance with Hajj regulations, stating that any breach would result in legal action. The public has also been encouraged to report suspected violations through designated emergency channels across the Kingdom.
The Ministry of Hajj and Umrah said holding an official Hajj permit is a fundamental requirement for participation in the pilgrimage, forming a core part of crowd management and safety planning.
