Universal Health Insurance Expands to Minya

Minya has become the first governorate to join the second phase of Egypt's Universal Health Insurance System, following the launch of a pilot programme in June 2026, according to the Ministry of Health and Population.

Home to around seven million residents, Minya has a larger population than the more than six million people currently covered across the system's first phase, which includes Port Said, Luxor, Ismailia, South Sinai, Suez and Aswan.

Seven years after the programme was first introduced in Port Said, affiliated healthcare facilities have delivered more than 117 million medical and treatment services. The network now comprises 52 hospitals, including five medical complexes, and more than 400 primary healthcare facilities.

According to the ministry, the system has provided more than 57 million primary healthcare services, nearly one million surgical procedures—around 30% of them advanced or highly specialised—and more than seven million comprehensive medical examinations. Its digital infrastructure includes more than six million unified electronic medical records, over 80 million electronic prescriptions, and automation across around 90% of affiliated hospitals. Ministry surveys also reported an 89% patient satisfaction rate.

The ministry added that the system has also treated more than 35,000 international patients from 125 countries through the 'We Care for You in Egypt' initiative as the nationwide rollout continues.
