Qatar Sets E-Commerce Licensing Rules Removing Storefront Requirements

A new e-commerce licensing framework has been introduced in Qatar, allowing businesses to operate entirely online without a physical storefront while introducing stricter compliance and consumer protection requirements.

Issued by the Ministry of Commerce and Industry Qatar under Ministerial Decision No. 25 of 2026, the system formalises digital-first business models and is expected to lower operating costs and simplify market entry for startups and small and medium-sized enterprises.

Under the new rules, companies must obtain an e-commerce licence before conducting any online commercial activity. Applicants are required to be registered in the commercial registry, define their business activity, secure any necessary regulatory approvals and specify the website or platform used for operations.

Each digital platform requires a separate licence, meaning businesses operating across multiple websites or channels must obtain approval for each. The ministry is also expected to publish a list of approved e-commerce activities outlining what can be conducted online.

The framework places emphasis on transparency and consumer rights, extending existing protections into the digital space. Licensed businesses must offer electronic payment options, display registration and licence details, provide clear product descriptions, publish return and exchange policies and ensure accessible customer support alongside dispute resolution mechanisms.

The regulation does not apply to personal, non-commercial online transactions. It primarily targets businesses registered under the ministry, while entities operating under alternative frameworks such as free zones or the Qatar Financial Centre may fall outside its direct scope depending on their structure.
