 Abu Dhabi's New Well-Being Cluster to Generate 30,000 Jobs by 2045

Abu Dhabi has unveiled a new strategic well-being cluster, HELM — Health, Endurance, Longevity, and Medicine — spearheaded by the Department of Economic Development (ADDED), the Abu Dhabi Investment Office (ADIO), and the Department of Health – Abu Dhabi. The initiative is set to create approximately 30,000 jobs by 2045.

Expected to contribute over AED 94 billion to Abu Dhabi’s GDP and attract more than AED 42 billion in investments, the HELM cluster received official approval from Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Chairman of the Abu Dhabi Executive Council.

Launched during Global Health Week 2025, HELM will serve as a comprehensive platform for the research, development, and commercialization of biotechnology, pharmaceuticals, MedTech, and digital health solutions. The cluster is positioned to drive innovation in preventive healthcare, drug development, longevity, and pharmaceutical manufacturing, while establishing a regional hub for AI-driven healthcare solutions. It also aims to attract global leaders in advanced medical technology and genomics.

HELM is the third economic cluster launched under ADIO’s diversification strategy, following SAVI (Smart and Autonomous Vehicle Industries), focused on future mobility, and AGWA (AgriFood Growth and Water Abundance), which addresses food and water security through innovation.
