Dubai to Unify All Government Services Into a Single Digital Platform
The directive followed a review at Digital Dubai of data and artificial intelligence projects, including upgraded government resource planning systems and conversational service agents.
Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence of the United Arab Emirates, has directed all Dubai government entities to integrate their services for individuals and businesses into a unified digital ecosystem within one year.
Under the directive, Digital Dubai has been tasked with coordinating implementation and ensuring full integration across government entities. The aim is to deliver services through streamlined, specialised digital platforms that reduce time and effort for users while creating a more seamless and connected public service experience.
The directive supports Dubai’s broader digital transformation agenda, which is already underway through a range of initiatives designed to unify systems and strengthen data-driven governance. These include centralised data platforms developed by the Dubai Data and Statistics Establishment, which consolidate city-wide data and analytics into integrated tools.
Efforts also extend to the second generation of Government Resource Planning Systems, a joint initiative between Digital Dubai, the Department of Finance, and the Dubai Government Human Resources Department. The system brings together finance, human resources, payroll, procurement, contracts, asset and property management, and maintenance within a single unified framework.
Additional components of the ecosystem include AI-powered conversational tools that enable users to request and complete government services digitally, as well as smart sensing networks capable of detecting incidents such as smoke or fires and issuing alerts to relevant authorities including Civil Defence.
The broader strategy places artificial intelligence and data at the centre of government operations, supported by shared infrastructure such as AI accelerators, machine learning model repositories, and secure environments for testing and developing use cases. These initiatives are designed to enhance efficiency, support data-based decision-making, and contribute to Dubai’s long-term economic and governance objectives, including strengthening its position among leading global cities in digital transformation and AI readiness.
