Medical Use of Hemp Legalised in the UAE for the First Time
Strict prohibitions remain in place on personal or recreational use. Industrial hemp must remain under 0.3% THC.
The UAE has legalised the medical use of industrial hemp for the first time under a federal decree that also permits the plant’s use in non-medical sectors including textiles, construction, and paper and packaging. The government said the move will help to establish a new economic sector and pave the way for a “promising market”. Strict prohibitions remain in place on personal or recreational use. The decree bans the import, manufacture and use of hemp in food and dietary supplements, veterinary products and smoking products. Cosmetic products containing hemp are prohibited, except for those using oils extracted from hemp seeds or stalks, with any further exceptions to be determined by the Cabinet. The framework sets controls on cultivation and production. A licence from the Ministry of Climate Change and Environment is required to import or export industrial hemp seeds. Applicants must be licensed agricultural companies, and seeds must be from approved industrial hemp varieties listed in the law’s executive regulations. Imported seeds may only be planted within licensed plots in designated areas approved by local authorities. Producers are barred from using any materials that could raise tetrahydrocannabinol (THC) levels above 0.3%, with periodic testing to ensure compliance. Designated cultivation zones must be secured, fenced, monitored and isolated from residential and other agricultural areas. Workers in these zones must obtain security clearances, and the areas must comply with security controls and requirements set by the National Anti-Narcotics Authority.
