Saudi Arabia Ranks First Globally in Cybersecurity Competitiveness
Saudi Arabia ranks first in the IMD 2025 cybersecurity index, marking a major milestone in its proactive strategy to build a secure, resilient, and globally competitive cyber ecosystem.

Saudi Arabia has secured the top global position in cybersecurity competitiveness, according to the 2025 edition of the IMD World Competitiveness Yearbook. The ranking highlights the Kingdom’s growing strength in developing a secure, resilient, and forward-looking cyber ecosystem at both the national and international levels.
The achievement builds on Saudi Arabia’s earlier classification as a Tier 1 'Role-modelling' country in the 2024 Global Cybersecurity Index issued by the International Telecommunication Union, underlining the Kingdom’s status as a global reference point in the field. The success reflects a deliberate national strategy that integrates cybersecurity into broader development efforts while safeguarding key sectors.
Central to this progress is the National Cybersecurity Authority (NCA), which serves as the Kingdom’s primary entity for regulating and enhancing cybersecurity. The NCA is tasked with protecting national interests, critical infrastructure, and government services, as well as developing frameworks, standards, and policies for the sector. Alongside the Saudi Information Technology Company (SITE), the NCA is considered a core pillar of the Kingdom’s cybersecurity model.
The broader cybersecurity ecosystem in Saudi Arabia has benefitted from initiatives aimed at localising technologies, attracting investment, fostering innovation, and increasing international cooperation.
