269,678 Unauthorised Pilgrims Barred From Entering Makkah
Saudi authorities have tightened checks around Makkah, turning back over 153,000 vehicles carrying unauthorised pilgrims.

Saudi Arabia has prevented 269,678 individuals from entering Makkah due to a lack of official Hajj permits, according to the Ministry of Interior. Authorities also turned back over 153,000 vehicles carrying unauthorised pilgrims at designated checkpoints as part of intensified enforcement around the city.
To ensure the safety, comfort, and orderly conduct of Hajj 2025, the ministry has urged all residents and visitors to comply with official regulations, warning that violators will face legal consequences.
Individuals found entering Makkah or other holy sites without a valid Hajj permit now face fines of up to SAR 20,000 and a potential ban from re-entering Saudi Arabia for up to 10 years. Additionally, anyone caught assisting or transporting unauthorised pilgrims could be fined as much as SAR 100,000.
