Draft Hajj Transport Rules Set Fines Up to SAR 100,000

Saudi Arabia has published draft regulations governing Hajj transportation, introducing a framework of financial penalties, permit requirements and operational standards for service providers operating during the pilgrimage season. The draft was issued by the Royal Commission for Makkah and the Holy Sites.

Under the proposed rules, fines for violations would range from SAR 150 to SAR 100,000, equivalent to approximately USD 40 to USD 26,666. In addition to monetary penalties, violators could be disqualified from participating in Hajj transport operations for one to three seasons.

Severe violations may result in the permanent revocation of a provider’s Hajj service permit.
The draft regulations prohibit any entity from operating Hajj transportation services without a permit issued by the guiding centre for the transportation of pilgrims. Permit applications would be accepted annually for a 60-day period starting on the first of Jumada al Thani and must be submitted electronically. Applicants are required to detail their operational plans, including the number of buses to be deployed, and demonstrate readiness in line with standards set by the centre.

Service providers must submit all required data and documentation no later than the 15th of Shawwal each year. The guiding centre retains the authority to extend this deadline until the end of Shawwal if deemed necessary.

Operational obligations outlined in the draft include mandatory contingency measures in the event of vehicle breakdowns. Providers must supply an immediate alternative means of transport within one hour inside cities and their suburbs, and within two hours outside urban areas. If a provider fails to do so, the relevant authority may arrange a compliant alternative at the provider’s expense.

The draft also requires providers to maintain a sufficient number of qualified technicians to ensure buses remain operational throughout service periods.
