 New Proposal Would Ban Zoos in Residential & Industrial Areas

The Ministry of Municipalities and Housing has proposed new regulations that would ban the establishment of zoos within residential neighbourhoods and near industrial zones. Under the draft rules, zoos would be permitted only in areas designated for recreational, environmental or commercial use, as well as within nature reserves.

Key provisions of the proposed regulations require zoos to be located away from flood-prone areas, water pools and artesian wells. Sites must also include multiple parking lots to manage traffic flow, with clear connections to entrances and exits within the zoo's internal road network. In addition, a green buffer zone of at least 10 metres is required around the zoo if it is located outside the development protection limit, enhancing security and privacy.

The regulations further emphasise the importance of maintaining high standards of cleanliness, safety and security. Zoos must adhere to guidelines set by the National Center for Waste Management and other relevant authorities. This includes maintaining proper maintenance of facilities, such as lighting, air conditioning and service extensions, as well as installing security cameras and supporting electronic payment systems.

Violations would lead to penalties, with zoos prohibited from reopening until all issues are resolved and municipal approval is granted.

The ministry has made the draft regulations available for public comment via the Istithlaa platform, in preparation for final approval.
