Saudization Set at 60% for Marketing & Sales Roles in Private Sector
New rules require majority Saudi employment in marketing and sales jobs, with a three-month compliance window for private firms.
The Ministry of Human Resources and Social Development has issued two decisions setting Saudization at 60% for marketing and sales professions in the private sector. The measures apply to establishments employing three or more workers in each of the targeted functions and will come into force three months after the announcement to allow time for preparation and compliance.
For marketing roles, positions counted toward the 60% Saudization target must meet a minimum monthly wage of SAR 5,500, equivalent to approximately USD 1,466. The covered professions include marketing manager, advertising agent, advertising manager, graphic designer, advertising designer, public relations specialist, advertising specialist, marketing specialist, public relations manager, and photographer. The requirement applies to private sector establishments with at least three employees working in marketing-related occupations.
In sales roles, the same 60% Saudization threshold applies to establishments with three or more employees in sales positions. Targeted professions include sales manager, retail and wholesale sales representatives, sales representative, information technology and communications equipment sales specialist, sales specialist, commercial specialist, and goods broker.
The ministry stated that private sector establishments covered by the decisions will have access to a package of incentives, including support for recruitment, training and development, and employment programmes, alongside measures aimed at promoting job stability. Covered entities will also receive priority access to Saudization support initiatives and programmes offered by the Human Resources Development Fund.
