Saudi Fund Signs USD 403 Million Syria Development Package
Six concessional loans will support power, water, healthcare, housing, civil defence and digital transformation projects.
The Saudi Fund for Development has signed six concessional development loan agreements worth more than USD 403 million with Syria’s Ministry of Finance to support projects across energy, water, healthcare, housing, infrastructure and digital transformation.
The agreements were signed by Saudi Fund for Development CEO Sultan Al-Marshad and Syrian Finance Minister Mohammed Yisr Barnieh in the presence of Saudi Crown Prince Mohammed bin Salman and Syrian President Ahmed Al-Sharaa.
The largest allocations include USD 105 million for the construction, rehabilitation and equipping of 25 civil defence centres across Syria, expected to benefit more than 7 million people, and USD 100 million for hospitals and healthcare centres to restore essential and specialised medical services.
A further USD 90 million will support rehabilitation of generating units at the Aleppo Thermal Power Plant, with the project expected to benefit around 5 million people by restoring electricity generation capacity and strengthening the national grid. USD 60 million has been allocated to rehabilitate up to 10,000 damaged housing units.
The package also includes USD 30 million for drinking water services through the supply and installation of 300,000 smart water meters, expected to benefit about 1.5 million people across several governorates. More than USD 18 million will support digital transformation and institutional development at Syria’s Ministry of Finance through an integrated system intended to improve financial services, efficiency and transparency.
The agreements follow earlier Saudi Fund for Development support to Syria, including two grants provided in September 2025 to help finance crude oil supplies and cover part of government employees’ salaries for three months.
