Breaking Down Egypt's FY2026/27 Development Plan

Egypt's economic blueprint for fiscal year 2026/2027 is now official after President Abdel Fattah El-Sisi ratified the country's economic and social development plan, setting growth targets and outlining how investment will be distributed across the economy over the coming year.

The plan projects real economic growth of 5.4%, with the government aiming to expand economic activity while increasing investment in productive assets. At current market prices, the plan estimates Egypt's gross domestic product will reach EGP 24.51 trillion during the fiscal year, while total economic resources are projected at EGP 31.23 trillion.

Investment remains at the centre of the government's strategy. The plan authorises EGP 3.78 trillion in spending on non-financial assets, covering areas such as infrastructure, industrial facilities, transport networks and other long-term development projects designed to support economic expansion.

Private businesses are expected to shoulder the largest share of that investment, with EGP 2.22 trillion projected to come from the private and cooperative sectors. Public investment, meanwhile, is set at EGP 1.56 trillion, reflecting the government's ongoing efforts to position the private sector as the primary engine of growth while maintaining spending on strategic public projects.

Within the public investment programme, funding will be distributed among direct government projects, economic authorities and state-owned companies. The government also plans to finance EGP 450 billion of its investment spending through the budget deficit, allowing it to move forward with planned projects while supplementing public revenues through borrowing.
